| China and Rwanda Signed a New Contract |

The Implementation Contract for Additional Works of the Umutara 4th Perimeter Field Reclamation Project under the grant provided by
the Chinese Government was signed in Kigali on December 11, 2006.
Dr. Daphrose GAHAKWA, the secretary general of the Ministry of Agriculture and Animal Resources of Rwanda, on behalf of the Rwanda Party and Mr. Chen Hongchen, the director general of Hebei Water Conservancy Engineering Bureau, on behalf of the China Party respectively signed the contract on December 11, 2006 and had a brief cordial talk in a friendly atmosphere. Mr. Yi Zonghua, the Economic and Commercial Counselor of the Chinese Embassy attended the signing ceremony.
According to the contract, the project involves modification to the flushing system of the reservoir, lining of upstream barrage face of the reservoir dam, stone masonry protection at turning points of the six branch canals, provision to the administration center with furniture and communication facility, improvement of the Murram road with a length of about 15 kilometers in the Project area.
